Strong （語氣較強烈）:

1. I strongly recommend that S’ (should) RV…     我強烈建議……
Or I suggest most strongly that S’+ (should) RV…
Or I advise you most strongly to RV…

2. I urge N/V-ing        我呼籲…
Or I urge that S’ (should) RV…    

3. In our view, it is high time that S’ (should) RV…
Or It is high time to RV…
我們認為要盡快……（因為已經遲了，不能再拖延）

4. In my view, the only viable/realistic solution is…
依我之見，最實際的解決方法是……

Neutral （中性的語氣）:

1. I propose/recommend/suggest that S’ (should) RV…
我建議……

2. My proposal/recommendation/ suggestion is that S’ (should) RV…
我的提案/推薦/建議是……

Tentative （委婉的語氣）:

1. I would propose/recommend/suggest that S’ (should) RV…
我想提議/推薦/建議……

*註：would/could/might 都是讓語氣更委婉的助動詞

2. If I may/might make a suggestion, we could RV…
Or I wonder if I might suggest S’+ (should) RV…
如果我能提出建議的話，我們可以這麼做…

3. I would like to put forward a proposal that S’+(should) RV…
我想要提出的提案是……

4. Wouldn’t it be a good idea to RV?
Or wouldn’t it be better to RV?
這麼做會不會比較好？
