“Universal Basic Income is a program in which an unconditional payment is given out equally to all citizens of a country. It’s about providing real opportunities to those with the fewest chances in life and enabling people to live their lives the way they want to. It’s about exercising freedom and using economics to set everyone free.”

These are the words of Philippe Van Parijs, a Belgian professor who has been campaigning to turn the UBI, a Utopian ideal, into reality.

According to Parijs, UBI has five central characteristics. It must be a basic cash payment that can meet people’s needs; periodic or paid at regular intervals; universal and paid to everyone on a national level; unconditional, meaning that it is paid without any work requirement or the need to be willing to work; and individual: paid on an individual basis, rather than per household for example.

Of these, the Finnish scheme has drawn most international attention. It is almost at the end of its two-year trial period, but the government reportedly has “no plans to extend the program.”

Ilkka Kaukoranta, an economics professor who is also chair of the country’s largest trade union, has been a vocal critic of the system. “If we rolled out this policy on a national scale, it would consume 5 percent of our GDP. That’s absurdly expensive,” he said.

Many experts, however, believe that the freedom and parity of a UBI could be of considerable benefit to Taiwan, whose economy has been weighed down by years of stagnant wages, brain drain, and a low birth rate.

It will take many more years of research and evidence for the government and the people to determine whether a Universal Basic Income is only a pipe dream or a policy for the future.
