Ten years ago, when Hsu Tso-Fu’s grandmother was sick and confined to a wheelchair, she couldn’t use a rehab bus because she wasn’t officially registered as disabled.

The biggest obstacle in getting these special clients out to travel are the fatigued caregivers. They are generally too exhausted. Travel for the elderly, as a business model, gives not only the elderly but also their caretakers time to rest and relax.”
其實障礙不是沒有電梯,更不是沒有車子,而多半來自照顧者的不安與疲累,因此旅遊是一個突破口,而付費是一個機制,回到商業模式的運作,落實喘息照護,讓照護者及被照護者同時得到休息。」

Hsu Tso-Fu believes that customer feedback is invaluable mainly because they are the ones footing the bill. His company has learned from its customers every day for the past ten years and is constantly improving its service. Being familiar with the ins and outs of customers’ special needs is the key. For example, did you know that there are more than ten different types of wheelchairs? Whether it is a cervical or spinal injury, a disorder of the autonomic nervous system (ANS) function, or amyotrophic lateral sclerosis (ALS), every condition requires a different wheelchair and SOP.

He jokes that Taiwan’s first set of disability service SOPs was actually written down by a layman. Hsu Tso-Fu started out as a layman in the industry, but gradually gained expertise and is now a seasoned veteran in the business.

Some of his clients, a group of high school friends nicknamed “the six fairy queens,” had been traveling together for years. They continued traveling together after graduating. However, when one of them had an accident and was constricted to a wheelchair, the traveling stopped. Why is it that a simple human need to travel has gone unfulfilled for so long? The motto embossed on Doufu’s staff uniforms reads: “There are no handicapped people, only handicapped environments.”

This could be the opportunity that Taiwan needs to transform itself into a disabled-friendly, barrier-free tourist haven, capable of providing the best travel experiences to everyone, including those with physical challenges.
