Taiwan’s Stalking and Harassment Prevention Act celebrated its first anniversary on June 1, 2023.

A report published by the Ministry of the Interior on July 15 showed statistics from the first year of the act.
內政部於7月15日發布的一份報告顯示了該法實施首年的統計數據。

Above all, the most important information in the report is that 90% of victims in stalking and harassment cases in the first year were women.

Of the 2,999 cases reported by the end of May 2023, women accounted for 2,691, and men reported 308.

Additionally, 58% of the cases were “general stalking and harassment” while 42% were “domestic violence and stalking cases.”

Of the age groups reporting harassment, most victims were between 21 and 40 years old.

In fact, 889 cases involved people between 31-40 years old and 879 were between the ages of 21-30.

The report also notes that the top three types of harassment reported were: 1. “Harassment using communications devices,” 2. “Stalking,” and 3. “Surveillance and observation.”
報告還指出，最常見的騷擾類型分別是：一、「利用通訊裝置騷擾」，二、「跟蹤」，以及三、「監視和觀察」。

Since the top type of harassment is the easiest for people to do to victims, those who have experienced it should take screenshots on their devices to share with police when they report harassment.
由於第一種騷擾方式最容易讓人對受害者施行，因此建議受害者在向警方報案時，應將通訊裝置上的騷擾證據截圖保存，以供警方查證。

Several women’s groups in Taiwan have said the Act has been good for society, but they will also be working to make improvements to it in the coming year.
