A recent report released by Taiwan’s Central Bank has given three recommendations to help increase workers’ wages.

These suggested actions can potentially reverse the country’s trending decrease of 0.56% “in real wages between January and April” of this year.

First, the Central Bank says that the government should focus on continuing to increase the country’s minimum wage.
minimum(adj.)最低的(n.)最低量the minimum amount of effort不費勁a minimum of最少有~

The Central Bank also recommends that the government address efforts to unionize workplaces.
recommend(v.)建議 (+that S RV)address(v.)解決union(n.)工會unionize(v.)
In Taiwan, it can be difficult for workers in small- and medium-sized enterprises to form unions due to the law that there must be 30 or more willing employees to do so.
form(v.)組成establish(v.)
Compared to Japan and South Korea, which legally allow as few as two workers to form a union, only 7.8% of Taiwan’s businesses are unionized — a rate much lower than Japan’s 16.9% and South Korea’s 12.5%.
much(adv.)非常、相當(=a lot=a great deal)rate(n.)比率、速率at the rate of以~的比率、速率
To reach a higher percentage of unionized workplaces, the Central Bank has asked the government to look into lowering the threshold for the number of workers needed to form a union.

percentage(n.)百分比express as a percentage以百分比表示percent(n.)百分點look into調查threshold(n.)
The result of this — and the Central Bank’s third major suggestion — is that more unions would likely lead to improved wages.
as a result of結果(=as a consequence of)
This follows the belief that unionization allows workers to leverage their collective bargaining power to request greater income.
By instituting these changes, Taiwanese workers may be able to successfully overcome the loss in real wages they have been experiencing so far this year.
