Taiwan’s central bank announced on June 13 that several new credit controls on the housing market would start on July 1.

These include the loan-to-value ratio being decreased from 70% to 60% on second-home mortgages in certain areas of the country.

According to Central Bank Governor Yang Chin-long, decreasing the LTV ratio will result in buyers needing to put down larger down payments — worth 40% of the property value — on second-home mortgages.

One of them — National Chengchi University professor Chang Ting-hsuan — believes that “buyers who are changing houses” will be affected the most.

The other — Liu Pei-Chan, director of Taiwan Industry Economics Services — expects the new controls to only cool off the market in the short term because inflation is still making real estate investment attractive in Taiwan.
