With increasing military threats from China, Taiwan is looking to establish its own low-Earth orbit (LEO) satellite startup as part of its national defense plan.
orbit (n.)
Following the successful role that Elon Musk’s Starlink LEO system has played in helping Ukraine maintain domestic and international communications in the face of Russia’s destruction of its infrastructure, Taipei sees this technology as a clear way “to fortify itself against a potential assault from China.”
in the face of sth.
Currently, Taiwan is conducting preliminary talks with local and global investors to fund the project that will take shape from existing satellite programs under the country’s space agency TASA.
conduct (v.)從事、執行conduct a survey 進行一項問卷調查conduct an experiment 進行一項研究conduct an investigation 進行調查preliminary (adj.)
However, according to one TASA senior official, the LEO satellite communications project will be spun off into a company, in which the government wants “to retain a significant minority stake.”
spin off 分拆(三態:spin-spun-spun)retain (v.)
Taiwan’s digital minister Audrey Tang has noted that it would take several years for the planned LEO service to start.

Her ministry, in the meantime, is testing “satellite receivers in 700 locations around Taiwan to guarantee bandwidth in the event of war or disasters,” which would allow journalists to reach international audiences while also supporting “telephoning and video conferencing” within the country.
bandwidth (n.)頻寬in the event of sth.
LEO satellite systems have some advantages over geostationary satellites, which orbit the Earth over the same location — the main advantage being that they fly closer to the Earth’s surface, thus reducing delays in relaying data.
However, LEO satellites need to be operated in constellations of “between 120 and 150 satellites to ensure coverage of a location.”
operate (v.)運作、操作a constellation of sth.
Therefore, it is imperative that Taiwan gain the funding and enlist the technological expertise, both locally and internationally, to get the project off the ground and into orbit.
enlist (v.)尋求、謀求某人的支持或幫忙get (sth.) off the ground (使)開始、(使)成功進行
