HIV/AIDS患者曝光
A prominent Taipei hospital leaked the personal information of more than 3,000 people with HIV/AIDS, a local magazine revealed recently.
近日一家雜誌社指出，北市一家大型醫院洩漏超過3千筆HIV/AIDS患者資料。

The information was leaked back in 2007 by Taipei City Hospital’s Kunming Prevention and Control Center (KPCC), when an official at the hospital unknowingly uploaded the confidential information to a file-sharing platform.
台北市立聯合醫院昆明防治中心（KPCC）在2007年時洩漏了一份資料，當時一名人員無意間將機密資料上傳至檔案分享平台。

The KPCC is one of Taiwan’s largest sexual health clinics.

Speaking on Wednesday June 20, KPCC Director Yeh Muh-yong said that the center’s public health and nursing division chief, a Dr. Chung, gave a presentation for the Harm Reduction Program in which she included a link that contained the patients’ personal information.
在6月20日星期三，台北市立聯合醫院執行長顏慕庸表示，中心的公衛護理組莊姓主任，在「毒品病患愛滋減害試辦計畫清潔針具計畫」報告中，使用了含有病患個人資料的連結。
A patient later found the information online in 2016, after which the data was erased from all sites and the KPCC increased the security of the page that contained the original data.
而後，2016年時有位病人在網路上發現資料，KPCC隨即將所有網站上的資料清除，並加強原數據頁面的安全。

“All the exposed information was deleted,” Yen said, adding that the reporter who exposed the leak had somehow obtained a copy of the list when they contacted the department for an interview.
顏慕庸說：「所有遭洩露的資料都已刪除。」並補充，當初記者要求採訪時，手上也有一份紙本資料。

Possession of the information is a breach of the Personal Information Protection Act and is punishable by a fine of up to NT$1,000,000, five years’ imprisonment or both.

The Taipei Department of Health has been asked to set up a contact window for HIV/AIDS patients to inquire about their personal information, and request compensation.
台北市政府衛生局已被要求設立HIV/AIDS患者的聯絡窗口，讓患者詢問自己的個資情況並申請補償。
