Tainan City councilman Tsai Yu-hui (KMT) says that Taiwan’s new environmental law is too strict on drivers, as it restricts the use of two-stroke scooters or diesel cars.
國民黨台南市議員蔡育輝說，因為台灣新的環境法限制了二行程機車與柴油車的使用，對駕駛而言太過嚴苛。

From 2020, there will be restrictions on where people can drive certain older cars, and vehicles will have to pass tough emissions tests. The law is part of a bigger plan to get rid of two-stroke scooters in Taiwan entirely.
從2020年起，將限制人們可以使用特定老車的區域，並且車輛將必須要通過嚴格的排氣測試。這項法規是全面去除台灣二行程機車的大計劃中的一部份。

Tainan Environmental Protection Bureau responded to Mr. Tsai’s comments by saying that it was difficult to ignore the health problems caused by pollution from two-stroke scooters and older vehicles.

The bureau added that the government is offering financial help to the drivers that will be affected by the law. Large old diesel vehicles can be exchanged for payments of up to NT$400,000 to get rid of their vehicles this year, while scooter owners will receive a payment of NT$2000 at most.
並補充說明政府對於被這項法規所影響的駕駛們將提供財政補助。大型老舊柴油車今年汰換補助至多四十萬元，而機車所有者也將補助最多兩千元。

The subsidy will decrease by half in 2019 before stopping completely in 2020.

Huang Zhi-rong, a research fellow for Truck Cargo Transportation Association of the R.O.C., had this to say, “It’s hard to tell if the change in the law is really improving air quality or suffocating the automobile industry.”
