Following reports that people across the United States have been receiving unsolicited shipments of foreign seeds that appear to have been sent from China, a woman living in Taiwan claimed that she had also obtained a mysterious package of soil from China and had sent it to authorities for further investigation.
日前外媒報導美國各州民眾收到中國不明種子包裹，在台灣也有一位女性民眾收到來自中國的神秘土壤包裹而送交檢驗。

The Taiwanese woman, surnamed Lin, wrote on Facebook that she received a strange parcel from unknown senders in Shanghai’s Qingpu district in early July.

There was a shipping label on the parcel saying in simplified Chinese that it contained “potting soil.”

Lin said that she reacted with caution and did not open the package.

To properly handle the unidentified package, Lin phoned the shipping company and the 165 anti-fraud hotline, but they were unable to answer her questions. She then reported the case to the Council of Agriculture and was advised to turn in the parcel to the COA’s Bureau of Animal and Plant Health Inspection and Quarantine.
為了妥善處理不明包裹，這名民眾致電貨運行、防詐騙專線，但都得不到解答，後來通報農委會，並在動植物防疫檢疫局引導下將包裹寄送至台北松山檢疫站。

Chen Tzu-wei, head of BAPHIQ’s plant quarantine section, told the Central News Agency that the package had been sent to the bureau’s Songshan office.

He said that preliminary investigation indicated the content was a soil mixture, and that the bureau is still inspecting the soil and will destroy it afterwards.

The BAPHIQ later issued a statement urging anyone who receives a suspicious package of soil or seeds from abroad to contact one of its local offices.
防檢局隨後發布聲明，呼籲收到境外可疑土壤或種子包裹的民眾，應聯絡各地檢疫站。

The statement came as residents in all 50 states of America have reported receiving unsolicited seed packages.
發布聲明的同時，全美50州皆傳出有民眾收到不明種子包裹。
Importing soil is prohibited under Taiwanese law. Soil may contain harmful organisms or pests, which are invisible to the naked eye but could carry significant risks for Taiwanese crops and plants, according to the BAPHIQ.
根據台灣法律，土壤是禁止輸入的物品。防檢局指出，土壤可能含有肉眼看不見的有害生物或害蟲，恐會對台灣的農作物和植物造成重大危害。
