北京證實已行政拘留
Simong Cheng, an employee of the British consulate in Hong Kong who had been missing since entering Shenzhen on August 8, was detained in China, China’s Foreign Ministry confirmed on August 21.
英國駐香港總領事館職員鄭文傑（Simon Cheng）8日入境深圳後失聯，21日中國外交部證實，他已被中方拘留。

China’s Ministry of Foreign Affairs spokesman Geng Shuang said on Wednesday that Simon Cheng, 28, had been detained for 15 days.

The spokesman said that Cheng had violated “public security management laws.”
並表示鄭文傑違反了「中華人民共和國治安管理處罰法」。

The British Foreign Office had issued a statement the previous day, expressing concerns for Cheng’s safety while seeking further information from authorities in Guangdong Province and Hong Kong.

To this, Geng said, “I want to be clear: This employee is a Hong Kong citizen, not a UK citizen.”

Chinese state-run tabloid the Global Times has reported that Cheng was detained “for visiting prostitutes.”

However, various media outlets are saying that he may have been framed because China has a long history of arresting government critics on trumped-up sex crimes.
