Legislators across party lines Tuesday criticized the Cabinet’s draft amendments to the Labor Standards Act, saying that the government is violating worker’s rights by reintroducing poor working conditions.

During a question-and-answer session at the legislature, Democratic Progressive Party (DPP) Legislator Chiang Yung-chang asked Premier William Lai to clarify the reasons behind the draft amendments.

Chang expressed concern that the proposed amendments would harm workers’ rights.

In response, Lai said that the revisions of the act are based on social reactions and that the purpose is to create a “safe and flexible” work environment for employees.
賴清德回應,這次修法是根據社會反應的不同意見來做修正 ,目標是要為勞工創造「既安全又彈性」的工作環境。

But Chiang said that the premier was being too optimistic.
但江永昌說院長的想法太樂觀了。
Chang suggested that the government should maintain the current “one fixed day off and one flexible rest day” rule and grant businesses tax reductions to help them reduce operating costs, rather than changing the act again.
江永昌建議,政府應該維持目前的「一例一休」, 可以考量給予企業稅務優惠,幫助降低營運成本,而不是再度修法。

However, Lai dismissed Chiang’s comment, saying that the aim of the proposed amendments is to allow more flexibility in labor policies, which cannot be achieved through tax cuts.
然而,賴清德反駁江永昌的意見,表示本次政院修法的目標是為了讓勞工政策更有彈性, 降低企業稅負的手段是「達不到(彈性)的。」
