Last year, Taoyuan became the first city in Taiwan to carry out regulations regarding river pollution and waste discharge in order to crack down on heavy metal pollution after environmental groups said heavy metals were detected in the rivers.

“The main reason why heavy metals are detected in the creek is that factories in Jhongli Industrial Park have failed to meet “zero-emission” standards,” said Chang Zun-kuo, professor at the Department of Engineering for Sustainable Environment at National Taiwan University.

“These factories handle discharges of wastewater based on national standards, but the pollution they have caused to the farmlands downstream is an indisputable fact,” Chang said.
