The rate-setting Federal Open Market Committee has long doubted the effectiveness of negative rates. The European Central Bank and Bank of Japan have adopted negative interest rates, even before the coronavirus impact struck, but those economies continue to slow down.

“The committee’s view on negative rates really has not changed. This is not something that we’re looking at,” Powell said.
