The US Federal Reserve announced that big banks will be required to limit dividend payments and suspend share buybacks for the third quarter, after it released the results of its annual stress test.

“As a result, the board is taking action to assess banks’ conditions more intensively and to require the largest banks to adopt prudent measures to preserve capital in the coming months,” Fed Vice Chairman for Supervision Randal Quarles said in the statement. “The banking system remains well capitalized under even the harshest of these downside scenarios.”

The regulator imposed a new restriction on what banks can pay out in the form of dividends to shareholders in the third quarter. The formula limits third-quarter dividend payments so they cannot exceed the average net income over the past four quarters.

The Fed also said it was banning share buybacks for at least the third quarter. While the eight largest banks had voluntarily suspended share buybacks as the pandemic took hold, it was not clear how long that would last.
