The Economist Intelligence Unit (EIU), an organization affiliated with The Economist, recently released its Global Liveability Ranking for 2019.

The Austrian city of Vienna has retained its top spot as the most liveable city, with cities in Western Europe and North America continuing to rank among the most liveable places on earth. The Japanese city of Osaka, ranking fourth, is the only Asian city to make the list.
奧地利的維也納穩坐第一名寶座，成為最適合居住城市，接著名單上的城市多半是西歐或北美地區，而日本的大阪名列第四，是唯一上榜的亞洲城市。

Among the 140 cities surveyed this year, Vienna came out on top for the second year in a row, with a near-perfect score of 99.1 out of 100 on the EIU’s index. The cities were rated on 30 factors collapsed into five broad categories—stability, healthcare, culture and environment, education, and infrastructure.
今年共調查140座城市，維也納蟬聯兩次冠軍，在EIU設計的指數中，維也納在滿分100分中拿下近乎完美的99.1分，而該指數的評估項目共有30個，可分為5個大項，包含穩定度、健保、文化與環境、教育及基礎建設。

It is hardly surprising that the city topped the list again this year.

Melbourne came in a close second, scoring only 0.7 points less than Vienna on the index. Other cities in Western Europe and North America follow on the list.

For example, Vancouver secured sixth spot, and Toronto came seventh. The average ratings of these regions exceeded 90, which is significantly higher than Asia and Australasia’s score of 73.
比如第六名的溫哥華，與第七名的多倫多平均都拿到90分以上，比起亞洲跟澳洲的平均73分高出許多。

It is noteworthy that improvements in security and stability in Western European cities have raised their rankings by several notches.

On the other hand, Osaka ranking fourth was largely due to a decline in crime rates and public transportation improvements. More than 1,400 years old, this center of commerce and industry is the third-largest city in Japan, and is home to several dozen of the world’s top 500 corporations.
