According to the Biden administration, the arrangement stipulates that the unfrozen funds “will only be able to be used by Iran for humanitarian purchases and each transaction will be monitored by the US Treasury Department.”

According to CNN Analyst Stephen Collinson, Trump and Pence have neglected not only the terms of the deal with Iran, but also their previous administration’s actions to free Americans being held abroad, especially their negotiations to bring home three prisoners from North Korea in 2018.
