In the bleakness of a Taipei winter, under a tree near Ximen Elementary School lays an old, homeless person curled up in a fetal position, looking like a crooked question mark. Yet another person, helpless and forgotten by the rest of the world, has become a part of the city’s everyday landscape.
蕭瑟的冬季台北，西門國小校門外垂吊樹椏下，躺臥著一個年邁無家者，乍看像一隻蜷曲的問號，垂敗不再指涉新的事物，自身終於活成了一部無人聞問的歷史。

The director of the Homeless Taiwan Association, Lee Ying-zi, says that in the past, Wanhua was a commercial area, where dock workers or other laborers would gather. The rise of the surrounding businesses has created a small-scale sales district. Today, the area still offers some temporary work opportunities and draws homeless people from all over Taiwan to make a living here.

Homeless Taiwan is composed of a group of front-line staff who serve those living on the streets. Since 2011, the charity has been located in the Wanhua area, collecting and providing resources, while actively campaigning for the homeless.

In recent years, the charity has stuck to two principles: “Helping the homeless be self-reliant” and “communicating with society at large.” Their message to the public is that “being homeless is a condition, not an identity.” The main goal of the charity is to help homeless people return to the job market and stability, so that they know where their next meal is coming from.

The tour guides, who themselves have experienced living on the streets, guide visitors through Taipei’s underground scenes. Tour guides will also share own life stories to promote dialogue and understanding.

According to Homeless Taiwan’s survey, 88% of the tour’s participants gain a new and positive understanding of the homeless. In turn, the tour guides are paid and gain a sense of accomplishment from the experience. Launched in 2014, the project aims to help the homeless become self-sufficient and to break the cycle of hopelessness that homeless people face. Tours take place on Wanhua streets every month.

Over the past few years, the public’s perception of the homeless has gradually shifted. Tolerance and understanding is the general sentiment coming from younger generations.

“However, people between the ages of 40-60 believe in hard work and the value of success. Very few of them are open to different ways of being,” says Yingzi, who also believes that “the socio-economic situation is unpredictable, and anyone could potentially hit rock bottom at any time.”
「而40-60世代的人們秉信努力是成功的價值，反而少了容納人生各種樣態的空間。」盈姿認為「境遇難測，人人都有可能隨時會落入底層。」

Homelessness is no longer an abstract notion. It’s closer to us all than we realize. So, when people fall through the cracks, we should expect society as a whole to step up to help those in need, without any discrimination or resentment.
無家者的狀態距離人們可能很近可能很遠，然而當人們無法承接住自身時，我們期待社會能給予什麼，相信那一定不會是歧視與惡意所包裹的，種種殘酷。
