Max: I’ve heard something worse than that. Some people adopt more than 10 dogs from halfway houses and shelters over a period of 3 days but they’re not actually keeping them as pets.

Max: I think our government should take action. People who adopt animals should regularly report the condition of their pet and one person should not be allowed to adopt more than two dogs within one year.
