A coalition of sixteen states in the United States has filed a lawsuit against President Donald Trump for the declaration of a national emergency to fund the border wall.

The suit was filed in the US District Court for the Northern District of California on Monday, as thousands of people rallied nationwide to protest against the president’s move.

The lawsuit alleges that Trump’s actions have violated the US constitution and seeks to prevent Trump from bypassing Congress in order to divert money from other areas to pay for a wall between the US and Mexico.

“President Trump treats the rule of law with utter contempt,” California Attorney General Xavier Becerra said in a statement. “He knows there is no border crisis, he knows his emergency declaration is unwarranted, and he admits that he will likely lose this case in court.”

California Governor Gavin Newsom also decried the emergency declaration, saying that “President Trump is manufacturing a crisis and declaring a made-up national emergency,” which he said is a “national disgrace.”
